2. The Purpose of this Rubric

This tool gives pastors and lay leaders a simple, consistent framework for evaluating how well their ministry reflects the church's stated commitments. It is designed with three convictions in mind:
  • A spectrum is expected. No ministry scores a 5 across the board. The rubric is a conversation tool, not a report card.
  • Notes matter as much as scores. The narrative behind each score is what equips leadership to make wise decisions about support, resources, and direction.
  • Budget alignment is spiritual. Where a ministry spends its resources reveals its actual priorities. The rubric includes budget criteria to surface that honestly.

The rubric covers 18 criteria across five areas: Mission, Values, Strategy, Vision, and Budget. Each criterion is scored on a 1–5 scale with a notes field for context.No ministry scores a 5 across the board. The rubric is a conversation tool, not a report card.

3. Scoring Scale

All criteria use the same five-level scale. Leaders should score based on current, observable evidence — not aspiration. (click on each level for an expanded description)

A model expression of this criterion. Could serve as a example or mentor to other ministries. Consistent and intentional over time.

Healthy, consistent alignment. This area is functioning well with clear intentionality. Some room to deepen or sharpen.

Meaningful progress and growing intentionality, but still maturing. Targeted investment would strengthen this area.

Early or occasional evidence, but not yet consistent or intentional. Significant realignment or resourcing required.

This criterion is not reflected in current ministry activity. A direct leadership conversation is warranted.
